The new ATI drivers came out today. I installed and immediatly booted up Regnum. This new driver means support for the Big Guns, the HD 2400, however! Even though unsupported by ATI for anything older (8.40 is still the supported version for all other cards), This made my Xpress 200 M boom!
While there is still much improvement to make, 8.42 next month will be supporting older cards (rv300 and forward) the new Driver base made a massive difference. I went from only being able to play Regnum in Safe Mode, Windowed. To Running 1280x800, Full Screen, Medium quality, And everything except post processing effects turned on! Regnum looks better than ever on ATI under Linux!
I use Kubuntu 7.04, here are prebuilt packages that I created for Kubuntu, Ubuntu, Xubuntu.

Install 3 Deb files, then run following commands
sudo module-assistant prepare
sudo module-assistant update
sudo module-assistant build fglrx
sudo module-assistant install fglrx
sudo depmod -a
