War result for all 3 servers

LoL I noticed that in the 2 german servers war either happens but no alot or it dont happen at all, this is just what it says on the ranking, but as you can see the numbers for all 3 servers vary.

on Ra we usually have about 690 users daily during the day, On muspell about 500+ users and on Neifhim about 300 which is mostly sometimes 200+ users.

War seems to happen more in the Neifheim then in the Muspell, its very weird.

Weren't the stats frozen? When I look about a month ago at least Niflheim had the same stats as now.
