Is there a way to enable the debugging symbols in 32bit and 64bit version? If players would be allowed to use that NGD would get a lot more information about crashes or maybe other things that go wrong.

Not by now.
There is already a rolauncher executable with debugging symbols enabled, i still have it somewhere on my harddisk.
Besides, any program can be decompiled given enough effort, debugging symbols or no debugging symbols.
