ok.. mu monitor diplays at 60Hz, and the game displays at something else which causes a constant twitching of the screen. Is there anyway to change the Hz the game displays to match my monitor?

This may or may not work, I haven't tested it myself:
Open the game.cfg file with an editor, go down to the [video_graphics] section, and make an entry that looks like this:
vg_vertical_sync = 1
Additionally you may or may not have to put it into the game.cfg in the live subdirectory in the regnum directory aswell.
Report back if you have any success with it (:

You can force fullscreen frequency using DXDIAG tool from DirectX

In the last dxdiag tab you should see the option to force a certain frequency. (Unless you use Vista, then I don't know where the option could be)

Start -> run: dxdiag
In the DXDiag tool go to "more help", click the override button, check "override value" and set it to 60.
