How do I install openAL on Ubuntu 8.10?

Previous message was a console/terminal way. There is a tool called Synaptic. It is a graphic tool wrapping package manager apt in debian/ubuntu. So find Synaptic - he is located somewhere in administrative menu, start it and search for libopenal. In Ubuntu Interpid it is called libopenal1 (http://packages.ubuntu.com/intrepid/libopenal1). After you find right package select it and install. Ubuntu have wonderful community forum try to search there if you have problems.
