i have bow range 35 speed slow dmg 45-52 +7+5 normal mob dmg 170 - 190
at 27 lvl i buy bow(combat long bow) range 25 speed slow dmg 58-74 normal mob dmg 165-175
why dmg is low from new bow? I's it mistake or etc?

Your old bow has a damage bonus your new one does not. I'm not sure when the damage bonus is applied to the total damage but I have seen this with bows in the 46,47,48,49 and 50 levels as well. The damage bonus I think is a damage multiplier not just adding to the min max numbers. Until some info on how the damage from bow is calculated we won’t know.

All long bows range 25 are stronger than range 35 (always talking about bows with the same speed).

The level 27 bow range 25 speed slow dmg 58-74 doing average damage to mob 165-175
The lower level bow range 35 speed slow dmg 45-52 +7 +5 doing average damage to mob 170 - 190

So you statement can not hold true unless the level 27 bow is affected by a bug.
