First of all I'd need to know what file you downloaded.
It most certainly should not be opened with the Yast package manager if it's not an rpm file.

A google search gave me this download link:
http://people.freedesktop.org/~fxkuehl/driconf/driconf-0.9.1.tar.gz

Download this file, let's say to the Desktop.
Press Alt+F2 on your keyboard, type "konsole" and press Enter.

Now you've got a console window opened, please enter the following:
cd Desktop
tar -xvf ./driconf*
cd driconf*
su
python setup.py install
Now it shoud most likely show up in the "start menu", if not:

Press Alt+F2 and enter kdesu 'python driconf.py' and press Enter.
Type in your root password and press OK.
Now you should have the application started.

If, by any chance, the file you downloaded is an rpm file, please state the filename here and tell me from where you downloaded it.

wow thanks, it worked but then came the next 3 bridges, 1st (solved) firewall, 2nd (unsolved) no sound in ro, 3rd (unsolved) trippy textures.

I think I have seen threads explaining how to resolve these issues, so i'm off to hunt them down. But help is welcome :)

The sound is very easy to fix.
Just install openal using Yast package manager, or zypper:
zypper install openal
