The Contaminated Water Quest

The is one quest called the contaminated water quest people tell me you are unable to do this quest. If we are unable to do the quest will the other quests be unavailable to us? I'm encountering a problem where as no matter if I level up I don't receive other quests and I beleive it is because I could not finish the contaminated water quest. Please Help.
