Here's a video I made a year ago that shows when it happens and how long it takes:
http://www.youtube.com/watch?v=39CCcagpueI&feature=player_detailpage#t=14s

And here's a screenshot of the "blank" screen:

If I click on the window it will say that the program is unresponsive but starts working properly after a few secs of waiting.

EDIT: I got two configurations files, on one of them, that I manually edited, it doesn't seem to happen on shader model 2. On a normal configuration file it does. So, wtf. >.>

EDIT2: Here is the line that causes this:
vg_preload_shaders = 1
It's weird because if this is set to 1 by standard, how come it doesn't happen on another computer that runs the game on shader model 4.0?
Oh well, at least now I can start the game fast again. :D

It does happen for me on Shaders 4.0... More precisely, on all besides Fixed pipeline.

I've just tried it again, it did not happen for me on shader model 4.0 BUT it did happen on shader model 2.0.

Another thing I've noticed is that the camera speed under shader model 2.0 is WAY too slow compared to the settings under shader model 4.0. And why can't we use certain features from shader model 4.0 that WERE available under shader model 2.0 before the New Tecnology update? tsk tsk

Anyone else noticed it's no longer possible to choose between 16 and 32 bpp?
