You might want to trow away your WW2 crap you got from the junk yard and get a new server.
18 crashes in less then an hour is waaaaay to much, so are the constant fps drops, ping jumps and packet loss.

World War 2 crap?
I don't really have problems with ping drops, fps drops or packet loss.
And i crash like 2 times a week.
RO seems to work fine for me

I do, today was the worst so far, half the time i crashed during log in and when i did get in i had massive ping jumps, fps drops, packet loss up to 60% and i crashed within 5 minutes.
The best try was 3 times a near crash, then suddenly everything was ok and a half an hour later i crash without warning.
Completly unplayable.
It seems i wasnt the only one cause ppl from my clan also had fps drops and crashes.

I'm sick of it, 5 fucking crashes last half an hour and even more game freezes.
Idk what junk runs RO but it's ready to be tossed away.

I noticed something alike now days as well.
MY ping jumps up too often and I get disconnected way too much, didnt have this earlier....
Got one crash before I reached the character screen, never had one like that before! And those crashings when you wanna change chars OMFG!!!! xD
Playing under XP home, nvidia9600GT, 2GB ram and a dual core processor so dont think its coz of my PC. Pls have a look into this NGD, its really getting to be too annoying :(.

This is getting retared, i run from rea to the gate, crash ones at rea, crash another time on the road and crash again at the gate.
ignore what i said, i've been getting lots of crashes suddenly. everytime somebody takes a fort i crash / lose sound or get a huge fps drop.
i've been logging in and out the whole damn evening.
Fix your bloody game.
Weird, I didnt have a single crash today.
But I do not use shadows and weapon trails, because with them I crash a lot.

Disable weapon trails and you will crash alot less. Weapon beams also crash for some people, but not others.
Try safe mode, although note that it will decrease performance.
I disabled weapon trails, and so far so good.
No crashes since.

I'm on safe mode...
But i'll try going on normal again with the weapon trails off.
Perhaps enable/disable download all recourses at once might give a change.

I did just that result: FPS drops to 18 when in a group, pings jumps up and down between 60 and 300 and a constant packetloss of 6-40%.
So far no crashes nor freezes.
Really NGD, get a GOOD server.

Poor FPS, FPS drops, and client crashes have nothing to do with the server's performance but rather bugs and bottlenecks in the client itself. You can avoid most of crashes by turning off shadows and trails like suggested.
Ping is pretty good for me on Horus, even during today's invasions it was fine like almost always even tho I have a shitty connection. So you'd better look at your own one before blaming the server because there's no reason to blame the server.

IMHO your hardware and Internet connection is more likely the bottleneck than NGD's server. How is the CPU load when you experience FPS drop, >90%?
Edit: ...

CPU is always around 90-100.
I toggled safe mode off and things go better now.
But i don't think my computer can do anything about packetloss, or can it?

Not every regnum player experience such high packetloss. It is most likely a internet connection issue, somewhere between NGD's server and your computer. If you had a internet connection via UMTS or satellite, it could help a lot to switch to a high speed DSL connection. But any server between your computer and NGD's server can also be responsible for high packetloss.
