I logged in to my account tonight to be greeted by this error message:
"D3DX9_31.DLL not found, Direct3D support is not available.
Please download latest installer from Regnum Online website."
I clicked "OK" on the error message and the game "auto-updated".
The attached screenshots (#1-#4) show what ensued.
After browsing some of the threads here, it seems like several people are having similar problems.
I looked in the options and I can only select OpenGL as the renderer. I changed the quality settings for Textures to "High" and view distance to "ultra high" and ran the game. Screenshot #5 shows what the game looked like after I made those changes.

I've played ROL on my Dell Inspiron e1405 laptop with NO problems up until now. I'm running Windows Vista Home Premium and I've always played the game with the ROL executable to run in Windows XP SP2 compatibility mode.
ROL reports that I'm using the Intel 945GM chipset. (Sucky integrated, I know.)
