It might be hard for a completely new player who has yet to log into the game to have to prove that he's innocent of speed-hacking in a game than he hasn't ever logged onto before, hasn't even made a character or chosen a realm yet but is guilty of speed-hacking?

I have a similar zero tolerance policy to total dumbasses.
