Negative RLM points

Hi,
Just a n00b question that I don't find any explanation about.
I was making some XP's in WZ and killed a stone golem which was challenging for me.
and got around 150 XP + xx CHG + RLM -18.
I've never seen before this RLM points and don't understand why it is negative.
Somebody can explain me ?

Ignis opened the portal (AGAIN) and voted for -xp for syrtis, I hear there was a bug where they couldent vote +xp for themselfs but that dosnt excuse this happening again.

I suppose these neg XP's are limited in time, but how long it takes to get back to a normal situation ?

Id hope not, messing with Xp is plenty without it effecting items payed for IRL as well
