Never saw that before, but looks like a barrier(useless barrier) |

It's caused by Mana Pylon afaik.

I think the spell elude animation is similair to that - tho it's been a while since i've used it so i might be wrong.
EDIT: looks a bit like ethereal mantle also

I think spell elude is a lil more oval shaped than circle, and it will not show the ani at every hit, just once while its cast....this is just what i remember, i have not used it in a while either

I think that it is rather "Escapist".
Or if I remember, there is a power which has knight making a bubble for their ally. Or "Mana pylon" but I don't see a mage close to him ^^

Mana pylon glich. Stays for hours! (so does the annoying sound of it, something you missed to describe, everyone would know what it was if you added the BANG, BANG, sound description of it... it's the only "bubble" spell that does it... in every hit!
 )
