Whats the max level for players?

How often does Regnum update/improve the game?

Is there any lore I can read outside the game?

Why the hell are those woodchucks throwing that poor mans wood into the lake?

http://regnum.wikia.com/wiki/Regnum_Online_Wiki has all the lore you could ever want. It gives you the history of all 3 realms and the people who reside it them.

And to answer the last question it is because the man has thier mommas pelt on the front porch
