One of decisions: to invite in a clan of beginners. That I actually do.

add: If founders of clans, or those who can invite in a clan will be more often in Inner realm - the situation will improve

It's not as easy as it sounds. NGD would have to put very strict restrictions to receive the reward so old players that could create multiple accounts don't cheat.
For instance, the friend would have to reach a certain level first, like 10 or 30, so they can make sure they're not rewarding players who invite friends that are not going to play the game.
On the other hand, they could make the reward only appealing to new players to make them invite their friends to explore the game together, something like a 1 week light horse(with the old horse speed cap) and a 50% XP booster.

Doesn't matter. You do advertizing - to you give an award. All is very simple

Can't agree, Raven is full of 1hr 200% exp/drop boosts like every 4hrs, basicly killing war all the time. Raven is full of non-stop grinders, and when they get 60 and/or become WM, they just stop playing there for lack of wars (such as myself) or they grind another alt, making the WZ dead again, making lvl60s grind alts, making ..... And this hasn't improved in any way for 3/4 of year. Because lack of war they do this artifical war evets called 'resistance' when GM captures fort for one realm, announce event that who owns that in 1hr wins ... 3 mags, hahaha. No one ever tries to go there and if yes, they give up after 1 lost fight. As I said already few times, Raven is grind-only server.
