Introduction to the leaders? (Syrtis)

I must interact with a book shelf and I can not find any book shelf anywhere that I can successfully interact with.. I tried the Alchemists and the room near there that had books upstairs.. I do not get a hand anywhere in there that allows me to interact with it.. Is it broke? Is it a shelf somewhere else? I have even tried other towns.. No luck so far.. Any help would be appreciated..

There is a book shelf somewhere in there that works. It is upstairs somewhere.

Sorry I can't be more specific, just know that it exists. I took forever finding it too (in fact, ended up with someone showing me where it was).

Thank you! Soon as I knew it was working and it was there somewhere, I quickly found it.. I was just worried that it was broke as I seen several messages on the forums about it not working.. Thanks!

For those interested, the coords are 1160,4575 upstairs.

Have to go around back of the building near the town crier.
