From my point of view it is both. Small elaboration on this point is that a level 60 barb's normal with little to no buffs is nearly 700-800 on a level 50 target, compared to 500-600 from a level 50 barb. So if a bunch of level 60 barbs are running around, you might want the extra HP and armor points.
It is also good for archers with a little more damage and hp as well, just some spells are still oriented towards the previous balance update.
If you are a mage, you really just get all the additional skill points and can max another tree. No balance update right now so most spell damages are locked at the level 5 cap damage from the previous balance update.
Also Guard NPCs for a level 50 are a pain in the ass at times depending on class and if you don't have the numbers. It is really up to you if you want to invest that amount of time. For mages it might be better to be more casual about it and just level as you feel like it, or wait for the next update.
I think the XP curve from 50-60 is where they want to make their money on XP scrolls. That is like grinding to 50 all over again on a pre 1.7 server (if you just count the XP difference).
