All servers that are there can access at any given time, or when all enabled.
Now is not enabled because they are fixing problems there and then test whether the update is determined to Ra and ready, but until the bugs are not completed may continue to try things, plus many improvements were overdue, may also be putting that, nothing is known yet.
Greetings.

Huuh? I didn't really understand most of that.
Amun is experimental server. It is availible for testing purposes to everyone most of the time. When there is a new update/hotfix, the developers (not moderators) test it there. This means they first upload the patch on Amun, test the new features there and make sure there are no new bugs/exploits (in case there are, they fix them). Then they might allow the server to be entered by public, to test the features as well (more ppl testin = more bugs eliminated). If everything seems working, then they upload the patch to all live servers (not only RA). There might be periods between patches, where the version on amun is the same as on the live servers.
When Amun is active, apart from testing patch purposes, players might also test the premium items (that is only if they have the required number of xims). As the testing server is in different directory than the live servers, no progress on amun applies to the "normal" servers.
I hope that clears everything up.
