I have a barb on ra, is it possible to move him to haven? I remember something like this was enabled a long time ago, was it deactivated?

I dont know, but you can test it via:
-RO main webiste.
-Log onto the game on the top of the screen.
-My account
-Characters
-Click on the Ra character you wish to transfer

If the transfer character button is removed, you might try the ticket system
