Did what you told, but in archlinux
simply installing libtxc_dxtn from AUR, and libpng12 (also from aur) regnum online goes very very well. Ok, it's safe mode (or it won't even start) but I got ~70 fps, and I can play without that fuuuuu***** nvidia blob
