The capital city will hold the stuff up till lvl12, and at the next city you can find some lvl13-20ish stuff again, and then back at the capital city it'll pick up where it left off which is around 20ish upwards and then there's a gap to 40 or so which is filled in other cities/towns.

hm i think it goes a bit higher maybe in fisgael dunno its been awhile since i was last there i know one thing that i gotta walk down to dohsim just to get new armor and arrows
