Yes, it takes 2 barbs to keep onslaught on all the time in order to catch a hunter. And someone else to actually kill him, because the barbs will have almost no mana after so many onslaughts. A hunter can just use escapist and be out of range any time. It's ultra cheap on mana even on level 5, +40% speed each time the enemy catches up and last 1 minute.
Anyway. If your point is that under some particular scenario, you CAN catch hunters, sure, you can. 2x barbs, or a horse. You see both of these 34224 times per day, I'm sure. Your other option, of course, is to be a hunter, like half of regnum is nowadays. I wonder why.
