They read all the forum. You've seen how they answer english speaking users questions so much as they do with spanish speaking users. But you have to take in count that english forum doesn't have the same activity than the spanish. Spanish forum has a special section dedicated to balance, and we have been most part of players.
I've not said anything about your suggestions because I don't use the english forum to take part of the conversations about balance. Don't take my words in bad way, I just say what I see in my screen, surfing the spanish forum, because someone that didn't know about this, and wrote all a post about balance.
