As some others already mentioned there will be continuous sales from horses because each character would need one. That makes quite a few horses and also for each new character.
Also it is kind of pointless to say that mounts will be removed due to lack of sales because quite a lot of people who have xim did not buy mounts as they were easily obtainable with in game gold.
Also there has been a time where there were no gold buyable mounts before but only temporary xim mounts. I did not buy mounts back then and still was able to do all that boring running for quests on my Ra conj back then.
Xim only mounts fits perfectly into the business model for ngd (paying for saving time) although of course I liked the gold buyable ones.
Permanent ones do have a big advantage now because they are just always there and I guess I would have bought a permanent one even if gold buyable ones were still available.
As for how much this affects balance is another story that adds to lucky boxes, gem crafting premium etc... and is a bit worrysome.
But then items only make a difference when skills are equal and since I play like crap it does not really make much of a difference for me
