I think the situation for low lvls in the Regnum WZ isn't as bad as in some games (where you can never land a hit on an opponent several lvls higher than yourself).
Also, lower lvl players can have quite an impact in a fight. As well as dealing decent dmg with lvl 3 or 4 skills, they can also give useful buffs to allies and use dangerous debuffs on enemies.
However, a WZ for lower lvls might still be a good idea, and popular too - a training ground for the future tigers of the game
