Yes they cant play as well as a level 50, but any experiance of combat is better than nothing.

Well Banners are premium so lets cut that for a start since most premium players have at least one medium-high char (so they know they like the game) before they start to buy premium,
Secondly the low level community in the game is rather fragmented, on most of my chars in the low levels other low level players who are new to the game dont talk to each other, or party grind in any but the most hotspot areas, the arena is introduced by a quest but since on Horus 90% of the time its empty there is no one there for them to fight.
If a low level Wz was introduced via quest and the possibility to grind Xp of killing players there or taking part in whatever forts etc NGD place there then they will be able to level and have fun at the same time, also giving XP for kills their would force players to leave that Wz once they hit whatever level.

So did the developers of RF online, RoM, etc... But if premium effecting war is needed for the game to survive then who are we to condem it? Would you rather the occasional player escapes from you on a mount or the game had to close down?
Lastly Caps dosnt make you right, would you like to give a real argument for why this would 'destroy regnum' taking into account the Xp system mentioned above?
The current game loses god knows how many players to boredom in the low levels, and many reviewers pick up on 1, Dated graphics (Delt with) 2, The main attraction of the game being far out of the reach of the casual player. This would be addresed by this change, if it backfires then oh well just close the Island no big deal.
