Well Banners are premium so lets cut that for a start since most premium players have at least one medium-high char (so they know they like the game) before they start to buy premium,

If a low level Wz was introduced via quest and the possibility to grind Xp of killing players there or taking part in whatever forts etc NGD place there then they will be able to level and have fun at the same time, also giving XP for kills their would force players to leave that Wz once they hit whatever level.
So did the developers of RF online, RoM, etc... But if premium effecting war is needed for the game to survive then who are we to condem it? Would you rather the occasional player escapes from you on a mount or the game had to close down?
Lastly Caps dosnt make you right, would you like to give a real argument for why this would 'destroy regnum' taking into account the Xp system mentioned above?

It's simple.... and already stated.....
If we divide the already limited player base into smaller sub groups the fun factor will also diminish.
Knight Online made a low level warzone and people made new character just to play in that area, while transferring their powerful rings and weapons to them so they could rape the new players. Some things will never change....
Caps lock does not make me right I agree... But that IS NOT THE PURPOSE OF CAPS LOCK... I just want eyes to focus on it and brains to remember it.
The problem with a WZ split is just that.... It promotes the occasional player.
Occasional players don't add much to games in terms of revenue or fun.
Usually the occasional players lack the new group tactics forged by the hardcore players.
Some people play just to be able to one day say YES I FINALLY KILLED "insert name here".
I personally bought XIM because I loved the game and wanted to make sure it stayed online, not because I needed the items or features. I also know NGD says they don't want people to give offerings to them for offerings sake but buy the products that we "need".
I say we need consistent solid game play. That's why runescape and many other games are still being played despite their lack of a new modern look.
A companies word to me is more important than anything....
If I can trust NGD then NGD will have my money...

Look at what happened and how we all feel...
People spent money and time on this game just to have it bite them in the butt...
People bought horses in the past before on a daily or weekly basis. Now a noob can just come and buy a permanent horse? How does this make you feel? What if you don't want to spend more XIM to purchase a permanent horse because you feel you have spent enough to buy 10 permanent horses on horses that vanished? It's a deep problem in the hearts of old players, for we have lost our investments for what?
It is like all we did and contributed was for nothing.... sand castles build on the beach that the tides washed away....
NGD already said they care more about what the new players that join and leave say than the old backbone players that helped build the company with funds and word of mouth invitations.
Somehow this is what most people in the world are like as well.... They value new friendships more than old tried and true friendships. Treating strangers better than family...
