I think what people view as the biggest problem with this idea is that it will be done in a way to harm the game based on the way previous patches and nerfs have been handled. If it is done right it could be good. If it was for only level 1-29 (pre-pendant holder fights) and that the warzone was tied to X amount of quests and once X number of quests were done you would no longer be able to go into the new warzone. Every entry to the low level WZ would require the acceptance of a quest. It wouldn't cause that much division and could introduce the main game earlier on then the casual gamer would get to it on their own. Right now you already have a division of players on Horus (this is just a blank market copy and paste from another RO related forum I already posted on and there maybe a lot of variance between realms and servers, but the three mentalities do exist):

Defense and hunt players aren't always involved in the game (grinding) or not playing very much at the moment unless the realm is about to be invaded. They too can be frustrated by the more aggressive players because sometimes we take a fort during a realms high population time and we immediately have to go into defense mode afterwards or the high amount of new players that want to invade and try to pressure them into something they do not want to do. The new players that just want to have fun can also be frustrated because more active war zoners dont always care about the dragon being spawned and defensive players arent listening to a call to arms.

I myself was in the WZ at lvl 16 with my Conju when Horus first started, it was fun back then because gate guards weren't overly powerful, the archers werent range 45 that landed crits every 3/5 hits and a handful of low levels could take a Fort. Forward to now and that kind of fun doesn't exist at these levels much anymore. You don't see many of these low levels trekking out into the WZ these days either that last more than a handful of minutes. You see them as Umaril said not talking to anyone, trying to level, and plod a long in RO's quest system to get a feel for the game. Power leveling is still possible, but at a reduced pace with the resists and damage reductions, so it might as well be called "slightly faster xym-less" leveling. The new player is introduced to monotony before action and I think the concept of this low level warzone tries to alleviate some of the low level monotony.
While some may see it as a division of players I prefer to be a little more optimistic at this time until we can see an actual concept/strategy of what it will be like, rather than just an idea.
