I agree that this is a bad idea.
I've heard of this in other MMOs and the result is usually that a lot of people don't bother with the high-level warzone. Either they see no point in putting in the effort to make it to that level or they can't compete in the high-level warzone and just max-out their "twink" and play in the low-level warzone.
If implemented, this will likely reduce the number of active players in the real warzone.
As has been suggested many times, a better solution is to either remove 40+ mobs from the inner zones or give a substantial XP bonus for killing mobs in the warzone.
