Portuguese players will be able to play there. The server is just main targeted for the Brazilian market.
It's the same way like Raven is an exclusive server for American players but the rest of the world can still play there if they speak the language.

Well yes, NGDs definition of exclusive seems to differ from the rest of the worlds.
