Installer Not Working (Windows Vista 64)

I'm trying to run the Regnum installer in Windows Vista 64-bit but when I click on it nothing happens, although it does run two processes (Which I can view only in the task manager, not anywhere else) called RegnumOnlineInstaller.exe*32 and .tmp*32. I have tried running it as an administrator and I've downloaded the latest graphics driver for my computer but to no avail.

Can anyone help and give me some advice as to what to do to fix this?
