Is there something I have to do to become a specialtist?
I'm a lvl 11 archer. I have done all quests in the beginers world I've gone to the archer trainer numerous times. I noticed that below the skill training menu I can learn powers, but there are no powers in the blank slots. I'm not sure if it's a bug or if there's something I have to do.

You can specialise once you're level 10. Head up to the next city beyond the beginner's wall (Montsignir if you're Alsirian) and find either the Hunter or Marksman trainer and ask to specialise. You don't even have to do any quests for this although there is one that introduces you to specialisation.
You only gain powers if you level up your discipline. Have a look at RegnumZG's neat trainer in this link to see all the powers you can get: http://www.regnumzg.com.ar/index.php...ills&Itemid=31 By right however, you should already have at least 1 power per discipline you have. After a while, when your disciplines are sufficiently high enough (there's a table somewhere that explains this further but I can't recall where) you can also level up your powers/spells.
