Don't take my answer as granted, but I'm quite sure it is not happening soon. Maybe, maybe, if the game comes back to what once was, they translate it to more languages other than the current ones (Spanish, English, Portuguese, French, German I think) but to open another server.... Well, that's most likely impossible.

Regnum's text rendering does not fully support UTF-8, thus this is something that can't be done now and I doubt that it will ever be done. I'd love to add Chinese, Russian and other languages but the user-base is not enough to do so. Of course, if some rich Russian comes with a deep interest in Regnum... well!
