what did i do wrong when i down laoded the client i dont get it. Eveerything is in spanish the people are speaking it the terms. the only thing that isnt in spanish is when i talk to the NPC's.
what is wrong?

Most of the gamer population (maybe 80%?) for RO is Spanish speaking and so for a majority of the time that is all you will see in general chat. Rarely is there an English conversation going on between players. However, rest assured there is an English speaking population and actually most of the Spanish speakers know English also. Be forewarned that some of them also don't like English speakers for whatever reason I don't know - just ignore those guys.

By your post, I can not clearly tell ... but if your client interface is in Spanish you can change that to English by logging out. Now, run the program and log in. When you come to the screen withthe two dark elves, choose "opiciones" and then change one of the pull down choices from espanol to ingles. This will change all (well, most) of the menus to English.

In your post you did mention that the NPCs spoke English so I am not sure about your exact complaint or question.
