Goblin Fortress Quest

I got this quest from a guard in that first city in the Inner Realm. The quest had no rewards or instructions. It just told me to go the Goblin Mountain and kill 7 of the Goblins. I didnt do the quest because I wasn't sure if I would get a reward or not. I think that it happened because I am only lvl 16 and you need to be a higher lvl to do that quest. So is that why?

This could be a new quest that they have not finished yet.
