Fix vigilante spirit for low lvl players as it fails to work 99% of time, or just explain when it supposed to appear.

those times i turned up with one or two others,was because thats all we had online at the time.
what really happened i suspect was they got a notification an invasion was on and logged in.
people call us syrtis lazy,the truth of the matter is that we most times dont have the numbers,beef and i were online alone for over 6 hours today.thats not over populated and if anything if NGD are going to be giving war confidence to anyone shouldnt it have been us 2 syrtis players getting it?...but no alsius get it and thats a bit retarded dont you think.

for last few days its Syrtis and Ignis who have war confidence, you know that small icon showing up on the upper right corner when you enter cities/realm gate/fort

I think if you die and get resurrected, you have to leave fort and come back into WC zone again to get the buff.

Not working as intended, 2 realms has it (?, lol), the realm that has it is literally cannot be invaded cuz of the unbreakable gate.
Ah, and the bonus is that it's STILL active hahaha, only can laugh about that...
