No, you can have a lvl 50 character without paying at all. It's hard, but possible.

The point was not on the free playability... it was on the time restrictions as marked in bold by Godofsilver. Because there is no comment on a fatigue system. And level restrictions.... lvl 50 is max. So somehow restricted i would say. But with the fatigue system more or less not reachable in near time, if you start a new char without any premiums. So possible right for new players, that there is almost no level restriction. At least not a reachable in the next year.

Play for free with no level or time restriction means
Fatigue as nothing to do with that.

well, leveling time is not restricted. You can be fatiqued up to red, but you will still get xp and you can level. Also you can do quests, or you can do war. All without any time restriction.
With time restriction they understand that you have acsess to the game as long as you want. And this you have. However, they should metnion fatique system somewhere in game description. Because bew players "buy" a game from which they don't know which handycaps it has. At about lvl 20 they will know then, and will be disappointed for sure since they did not know about it before.
