Bow skill level and damage

Does your overall skill level in Short Bow or Long Bow affect how much damage you do?

For example, if you had level 15 in Short Bow, would you do more damage with a normal, non-magical shot, than if you had Short Bow level 11?

Not per-se, no. The difference can come from putting points in passives, like the dexterity passive in short bows or the damage passive in long bows, stuff like that. The discipline level does not affect your damage (or anything else not-skill related) directly.
