Quests Continued

Um...ok Well I am in Ignis and I can't quite remember the name of the town i'm in but it starts with E and is the second town you go to after you start. I have another question that goes along with the anwser that was given to me from my last post. Although A name from the list may be missing if I go to the next town(the town u get to after u transport from the artery place) the town crier there also tells me there are quests but when i vist those people they do not have them is this because i have not completed other quests or I don't know i'm really confused when it comes to the quests

Quest for not stop around level 15-18ish, they simply aren't completed / added yet.
