i don't complain or something like that i just want to know a logical reason

The reason is from ancient times. The dwarfs were always lazy and drinking beer, sometimes smoking pot with some Goats, but then our great leader, RubenJacobs changed the dwarfs in fast running little people with a curse named: Wild Spirit.

You practically gave the answer yourself - dwarves are short. The nerve impulses have less distance to travel from their brains to their legs than they do in elves.

Also, dwarves are traditionally miners. They are used to wearing heavy protective equipment, carrying lots of mining gear, plus bags full of gold, iron, or whatever it is they're mining. When they light the fuse, they have to get elsewhere quickly. This helps develop fast-twitch muscle fibers. Plus, when they're above ground with only some armor and a weapon, they feel light as a feather.

Elves on the other hand are usually in a group (or a tree ) - they don't have to run faster than a mob, they only have to run faster than the slowest guy in their group.

Finally, you've seen how dwarves look when they run? Dwarves never use the bathroom before a battle, this ensures that when they finally decide to run, they really want to get where they're going FAST!

it's all Aerodynamics dwarves = smaller surface area and rounder curves, where as Wood elves are sleek they still need to push through the air and being so slight and light weight (seriously Annorexia kills) a slight breeze can knock them off course.
