Ximerin Purchase Was Invalid?

So I was tired of running really slow and decided to buy a mount.

I try to buy just $5.00 worth and I input my debit card info. Apparently...it won't accept it because PayPal couldn't verify it. It's American Express and has like $25 left in it. I have no clue why it won't work.

I just want a mount!

PLEASE HELP
