No way, i had incredible exchanges with all active locks mentioned in this thread. Sure some times resist are involved, but often it just the quick thinking, good movement and smart spell selection that allows you take advantages of the slightest flaws in each others timing.

Of course all of them have the self-respect to not MoD gank 1v1, or if they just dont have MoD, i dont know.

Same goes with darkness, at least some refrain from using it 1v1 on other locks in open field since it really just aint very skilled gameplay and potentially ruins a good fight, unless you still mess up of course, which actually happens even to the best of them.

Fireborn "the geek" could possibly be the most solid lock on haven right now, something i would never have thought was possible a year or so ago.
Others may be equal or a bit better, but some tend to be a bit rusty at the moment.

I have to go with Ptit and Luke, Falco will just die way too fast from lukes huge max range DPS burst with hawks gaze, unless he have something to hugg.
