A few questions?

I am lvl 18 Hunter and have aquired a few of the runics. Have no idea of what to do with them. You can't sell them. I have run into an issue in Korsum of none of the quest givers showing any quests. In Fisgael I got the quests. I am enjoying the game, I know it's beta and have reported the bugs i have run into. Is there any info on either of these?

The same for me about the quests. I am lvl 17 Hunter.

Also, for example, what level I need to tame a Savage Wolf or Bear ? Savage Bear is Easy for me but I can't tame it. When I try, I see "your lvl is too small blah-blah-blah" message. May be a beast <-> lvl map ?

And may-be anyone has a disciplines description list for Archer ?

If I remember correctly to tame a savage bear or wolf you need to have power level 3 for Tame Beast. For the runics the quests have changed and I was finished all the quests before the changes were put in place so I can not help there.

Yep, I thought that I need a higher overall level and forgot about power level. Thank you.

I have lvl'd to 20 and still can not get an NPC to give me quest in Korsum. The crier lists them for quests, but no quests. Anyone have any ideas on this?

That´s because there aren´t new quests for all the levels.

I suggest you continue leveling and then return to consult for new ones (actually the crier list in that town is not working as it should be)

The purpose of the Runic Stones will be revealed during the quests. Unfortunately, it will be some time until new, higher-level ones appear.

Excause me, sunray, but where have you seen the Savage Bears?
I need them for a Quest and can't find them.
