How many cities in the Inner Realm are there quests and what lvl do u have to be? And where is Gaeta?

Gaeta´s in the save
there are 4 cities in the inner realm: Fisgael, Korsum Raearia and Doshim
all of the cities has quest
I dunno the lvl, more than 15 sure
