PT_DaAr_PT is on a distinguished road
Talking GameSamba claims that +1% CS gems are bugged - Instant ban for (ab)users

Apparently somebody did "real tests" and came to that conclusion.
Don't believe me? Read it for yourself.

We already informed NGD about this problem and they are doing their best to fix it as soon as possible.

Please stop using this gem to take advantage of others players.

If a GM or other authority catches you in the possession of a weapon with 1%CS Gem...

YOU WILL BE BANNED ON THE SPOT.
WE HAVE A ZERO TOLERANCE POLICY ON CHEATERS.

There is no room for players on Raven who cannot play fairly.
I wish they treated Precise Block bug abusers the same way.

To be honest, I haven't tested it yet, but it's an obvious fact that:
0.5s / 1.0s <---- No CS
0.4s / 0.9s <---- With 1% CS
0.3s / 0.8s <---- With 21% CS (21% is, according to the user who made the tests, said to be what 1% CS gems are giving in reality)

(Feel free to correct me)

Also, take this thread as some kind of journalistic() report, hence why it's in The Inn.
