I only get 160 FPS on maxed settings

If his processor needed thermal paste his processor wouldn't be working at all. Besides, Regnum is more GPU intensive then it is CPU intensive, just get a new graphics card. AMD cards are dropping in prices now with the release of nVidia's new 600 series lineup, so you can get nice cards for a relatively cheap price.

P.S: Another equally good solution on par with Kharbon's to reduce lag if you don't have money is to delete your system32 folder. It's filled with junk applications from when your OS is installed, and the processes take up lots of unnecessary memory. (No, don't really do this)

That's poor airflow management that will only further deteriorate your system, reducing it's lifespan. Then again, with a laptop (Not a gaming system) I'm not sure what else you could do. You want to be getting warm air OUT of your system and cool air IN your system, not forcing warm air deeper inside and cooling the shell.
