Personally I think those changes are very good but there are still some problems. A few patches ago, the "out of range" distance was changed to 'skill range'+a few meters (instead of skill range only), now it will be very hard with the backward speed to cancel incoming spells such as Terrors, and it was a valid AND intelligent tactic (ah good times, when there was still some tactics in this game!). The solution is to put the out of range to what it was previously (no "extra" meters).
Other than that, the backwards speed change is very good. Another similar possibility, without changing the default backwards speed, would have been to make sure speed altering buffs (passive or not) don't affect backwards walking.

. Good job NGD! The current game design is certainly completely fucked up in my mind, with a critically high influence of luck and no interesting new content whatsoever, but this is certainly a move in the right direction.
Though I'm sad we won't be able to dance anymore, going backwards.
