The right decision for me will be - you see all servers regardless of your geo location. If you're not happy there you have one time choice to move to other server. This way people will not be limited to servers.
For example i live in Argentina and speak Spanish and English. I start in Ra, but most of my friends are in Horus - it is better for me to be with my friends. I move there and this is one time choice.
Second example - i start my character in Horus and have to move to country where Horus is not visible. How i will play then?
Horus is more international and you see many languages in main chat, but everyone speak English if there is something to say to others. It is wrong to limit people in Spanish speaking countries to choose only Ra.
Give one time move choice and remove geo location restrictions.
