Spanish IP blocks are a dirty way to keep English as the main language in Horus, but until you can afford ingame chat moderators you can keep the blocks, but at least, unblock an account if they send you an email (in english) requesting to play in that server.

They probably can't, with IP blocks. If the user's ISP uses dynamic IPs, then NGD could unblock the player's current IP address, but tomorrow he may have a different one. They would have to unblock the ISP's entire IP range, which means any player on that ISP would be able to transfer. Things get hairy rather quickly.
NGD obviously has some concerns with opening the taps fully. Maybe they could experiment - unblock a few countries' ISP ranges, and track the Holas-to-Howdys ratio of the transfers, or whatever stats they are worried about.
